The government, as usual, doesn't have its head screwed on  
straight.                                                   
                                                            
The government tries to pick and choose what  "rights" it   
will extend to minors, a hopeless mess of conflicting laws. 
                                                            
18 is mature enough to vote, but not to drink.              
13 can get an abortion without parent's consent but can't do
other grown up things.                                      
12 and up can now be prosecuted as an adult, but is treated 
as a child.
